I am a knowledgeable and well respected professional with extensive experience in developing town partnerships and Business Improvement Districts, and in the process I have engaged with over 3,000 businesses in developing their BIDs. Over a period of 25 years I have developed the skills needed to manage complex programmes and projects, to influence strategic policymaking and to build effective working relationships across all sectors.
In 2017 I was awarded the status of Fellow of the Institute of Place Management (FIPM). I look forward to the opportunities that will bring to help me to achieve the highest standards of professional performance and to help others to make their places even better.

"Chris Kolek was appointed by Barrow Borough Council in 2014 to undertake some initial consultancy work, researching the feasibility for a Business Improvement District (BID) in Barrow-in-Furness. Following this work, I was asked by the Executive Director of Barrow Borough Council if I would pull a Steering Group together to take Chris's findings further within the local business community. Having seen Chris's initial work, at our first Steering Group meeting I recommended to the Group that we immediately appoint Chris as our consultant to take us through the Steering Group process and on to ballot. As a consequence, in my role as Chair of the Barrow BID Steering Group, I worked very closely with Chris over the following 16 months. Chris was extremely proactive and, having worked through the BID process previously in other towns, he was able to provide invaluable guidance as we familiarised ourselves with the concept of a BID. He attended Barrow on numerous occasions, as required, to undertake further, more in-depth, research and engage with local town centre businesses. Our journey from inception to ballot covered a period of 16 months and went to ballot on 28th April 2016. Not only did we see a higher-than-national-average turn-out but we also came through the ballot with a higher-than-national-average 'yes' vote. It is no exaggeration to say that we would simply not have achieved this without having Chris working alongside us. Chris demonstrated all of the qualities that one would expect from a first-class consultant.
